I'll start, the only way socialized higher education in the United States would work is if the following steps were implemented.
1. Costs per credit hour were standardized
2. Hard minimum requirements were made to become enrolled/covered.
3. Maximum time allotments were enforced for semesters to obtain a certification.
4. Minimum GPA was required each semester to qualify.
5. Staff salaries were standardized.
6. Only 2nd generation citizens could be subsidized. (i.e. grandchildren of immigrants ok, children of immigrants not ok).
