what's more important when making a shelter?
staying off the ground
staying out of the wind
having cover over your head
I see so many kinds of shelters, but no real comparison between them
All three are importanr, with being off the ground the least important part of the shelter. That has more to do with your bed/sleeping arrangements, and less to do with your actual shelter.
Just get a hammock and you can be a hipster faggot always they to figure out why it doesn't work.
The idea is to get off the ground to provide insulation while you sleep, block the wind so that too doesn't rob you of your body heat and cover your head from precipitation. If you know the weather you can decide which is more important but you really should take all three into account

Staying out of the wind is in my opinion the most important. All 3 you have mentioned are essential in order to maintain a good body heat. Fire helps, but it can't do much when you have severe wind chill/rain. Staying on the ground isn't as important depending on the area. If you live in a colder climate like me it can quickly rob body heat and cause frostbite in the worst occasions.
I like my shelter made of brick with hot and cold running water, central air and heat, a hot tub and a good clean grill inna back and a dirty grill inna master bedroom.
Fuck tarps you dorkass plebs!
