You lock the brakes because something surprising happened. You wouldn't lock the brakes if you were looking more than 30 feet ahead. Defensive driving courses exist for a reason.

It's incredibly difficult to slip in the rain unless you decide to hit a puddle at 60mph or take a corner too fast.
