I am living in germany and here are a lot of small 60 hp cars. A lot of people care about mpg and cheap insurance. They just want to drive from A to B.
On the other side you see a lot of fast mercedes or bmws.

Not quite. The Astra gets as low as 100, and you can get 60bhp 1.0l Corsas still, but those are a class below, and they aren't particularly popular.

I reckon the vast majority of new cars sold out here sit somewhere between 90 and 150bhp.

Those cars exist, but nobody is under any obligation to buy them. Of the three cars I have (one is broken), I have a 150bhp sedan that handles like a boat (hilarious on B-roads), a classic roadster (not fast, but doesn't need to be), and a 140bhp turbocharged coupe which handles like it's on rails and gives me backache.
