Serious question:What's the purpose of 60hp hatchbacks in Europe, with all those great roads and a couple parts of unrestricted highway in one country? Isn't it rather frustrating to have such great roads but cars with no potential?

Kind of. Electric cars and hybrids are being pushed really hard, and everyone uses a bike for city commutes. Cycling isn't a hobby, it's the main mode of transport for many people.
Inspections are fairly lenient though, especially compared to Germany, so modding is doable if you have the money.

Not quite. The Astra gets as low as 100, and you can get 60bhp 1.0l Corsas still, but those are a class below, and they aren't particularly popular.

I reckon the vast majority of new cars sold out here sit somewhere between 90 and 150bhp.

Those cars exist, but nobody is under any obligation to buy them. Of the three cars I have (one is broken), I have a 150bhp sedan that handles like a boat (hilarious on B-roads), a classic roadster (not fast, but doesn't need to be), and a 140bhp turbocharged coupe which handles like it's on rails and gives me backache.
