Worked for a net neutrality activist group for a while, there are people assigned in different activist groups to sift through these bills and see if they tried to put another rider in there since it's become such a common thing. Of course there always is one, and of course it's one in a fuckton of other riders. It's just the net neutrality camp that makes the most noise about it.
That does fortunately call to attention the existence of riders, which are bullshit because these legislators don't know how to pass laws like proper lawmakers -- but hey, that's Congress for you.
