You meant maintenance? Almost every company provides that; LRU,field level maintenance and whatnot.

Problem is when heavier shit starts breaking down (the engine mainly, things that require heavy repair and replacement of whole subunits). Usually only OEM would do this, unless the rail company is willing to pay tons of money to do that shit in-house (which is only logical if the number of train being bought is large enough).

For example, Malaysian rail companies bought so many trains (commuter EMU, intercity EMU, light metro LRV, even some electric locomotives to replace them diesel locos) from one chink company that said company is willing to build a factory there and transferred all (but the best, such as igh-speed train) the technology for the Malaysian to build their train domestically.
