I personally find TDS the stronger album, because there is less filler and it's more tightly woven. My thoughts anyway.

IMO the best place to start is Pretty Hate Machine. Some might say start with The Downward Spiral but it can be too much all at once for some people. PHM is great because it inches (pun intended) you into NIN and the full scope of Trent's incredible composition without scaring you off.
Going from there, check out The Downward Spiral or Broken after that :) I suggest putting Hesitation Marks and The Fragile off until you've heard at least The Downward Spiral. Oh, and directly after listening to TDS/Broken, check out their remix albums: Further Down the Spiral/Fixed.
