I argue it started in New York, though I'm really talking about proto-punk. Velvet Underground is the obvious reason.
Or you could go really far back and say the Sonics started it in Tacoma, Washington.

In many ways, there would be no punk rock w/o Alice Cooper. Listen to Young, Loud, and Snotty by The Dead Boys, and Killer by Alice Cooper back to back. (And, to a lesser extent, Billion Dollar Babies)
