Well Sotos was arrested for possessing child pornography once, but he was using it as an album cover. I've seen a few recent videos of Sotos giving lectures and he seemed okay, but I have never met him in conversation so.

I don't think Sotos is nearly as weird as his art is. He clearly has some fetishes, but lots of people do. He's just more outspoken about it. I have a hard time imagining he'd actually hurt anyone or condone that.

It's a vary open interpretation. "noise" can be something as easy as Noise Rock, I've heard Big Black described as Noise. Then there is harsh noise, which is more piercing and unpleasant. Then there is PE which is like Electronica vaguely. Then Wall Noise which is very loud monotone noise. It has no set definition. I'm older than the average 4chan poster, but I look back on certain aspects of my childhood and can't imagine them happening today: My best freind's parents were hardcore hippy types (with a great, eclectic music collection and they didn't even own a TV so they were always playing cool stuff). They rarely wore clothes around the house, and up to maybe 5th grade often my friend and I didn't either. My folks were much more conservative but they didn't see a problem with it, they knew there was no sexual component - just being comfortable with peoples bodies. it's hard to imagine that behavior not getting you arrested today.

I don't think he could have pulled it off. You have to be pretty pretentious and artsy to sell the idea of literal noise as music.
GG was simple and brutal and authentic, that was his appeal, and I can't imagine either noise fans or his punk fans buying into him trying an 'artsy' noise project.
His punk fans would call bullshit on it "he's not even trying to write songs anymore!" and noise fans wouldn't want to face the fact that anyone - especially someone as manifestly untalented as GG - can bang out a noise project

Some people (like me) like the sound of noise music. For something like power electronics, think of its visceral nature in the same way you would metal music (inb4 hurr metal's not music). Therefore, in a lot of cases, people enjoy the music because of the atmosphere it creates. As far as topics and concepts go, the most important thing to consider is that exploring a concept or finding interest in a concept =/= supporting its contents, and even in the cases where a project does, it may be a genuine expression of a belief (Artist intent is hard to measure, but sometimes tangible. Regardless, you get the point.). Think of it in the same way you would a horror movie or novel. Or think of it in the same way you would a person interested in war or abnormal psychology.

Not sure that anyone I know of actually samples cp. Audio of tapes from killers? Maybe, though more likely they're reenacted or scripted and spoken in the conceptual mind. There an awkward moment in the noise general thread a couple of months ago where some anonymous noise artist out of the blue in a conversation somewhat related to controversial topics said he sampled actual cp for his stuff and the conversation stopped there.

Debatable whether or not the story's entirely true, but that's John Duncan's Blind Date. He went around shady places asking where he could get hooked up with a corpse to have sex with. He ended up iirc in Tijuana and paid a guy to go into a dark room with his mic and have sex with a freshly dead woman.
