You can also look for the deleted thread. The last emoe threads I remember, like two got deleted. Some, i remember, had a slow traffic but people tried to keep them up.
You are right that some recent ones die early, but that is because peole started to distance themselves after the weeb vs anti-weeb discussions.
I've also seen tons of /emoe/ threads, with smug anime faces, that had a large traffic. Posting meme reactions doesn't really kill these threads. What kills them is the flamewar

This is a difficult question desu, i'm sure that the scene is big enough in the major cities, but where i live is mostly nonexistent, out of the big three cities there's just overhyping pre 2010's carbon copies of american indie pop, botched and trope-filled black metal, nothing more than that.
Also, the Panda/MCR/Insite scene backlash killed everything that was building up at the moment in the late 00s.

That said, listen to Invalido - Regreso a Cordoba, from what i recall, it's pretty 90s but the only samples of it in yt are from their live venues.
There's a bunch of bandcamp stuff that are so-so too, will dump them later if the thread still lives.
