Technicality usually comes from three main things:

1) Speed. Doing something quickly is usually more difficult than doing it slowly, requiring better technique. Note that sloppy speed is actually very easy though, it's only when the notes are accurately placed that it becomes hard.

2) Coordination, usually in the form of awkward rests and transitions. A four limb samba pattern is often more difficult to play on a drum kit than a generic blast beat and an upbeat djent pattern is going to be more difficult than the samba. The guitarist equivalent requires lots of movement around the fret board.

3) Memorization. This is something that is really downplayed but 20 minute song with even a little bit of detail is often going to be much tougher to learn than a three minute math rock jam that changes meters every few bars.

Those are the main things that music can play up to require technical proficiency and you don't necessarily need all three at a technical level for the song to be considered technical, any one of them taken to extremes is enough. There is also the less frequent point of something requiring an extended technique that is simply difficult to execute in context, like running a hand down a tom when you strike it to produce a glissando effect or retuning a guitar mid-chord to very specific microtonal intervals.

To bring this back to what they were saying, they probably meant that the music only stressed the speed aspect but didn't do it to a degree that could be reasonably considered technically difficult or that it was sloppily performed. That's usually what people mean when they say things like that anyway.

Really fast playing doesn't sound like shit if you mess up a just little bit, but playing slowly makes every little timing error much more noticeable.
I'd also like to add improvisation to this list. Not necessarily for metal but especially in certain kinds of jazz where the chord progression is very complex it can be tricky to improvise while still following the progression.

I'd kind of lump improv somewhere in between memorization and coordination though, it's a matter of knowing what the "right" notes are at all times and then being comfortable enough to move your fingers/arms/mouth bits to play fluidly. The rest of it comes down to creativity which is separate from ability.
