It's not people spamming their albums. It's literally two or three people who browse Bandcamp threads for albums with water-based covers, then they'll email them saying that it's the NEXT BIG THING. If they don't agree, he'll post it in oceangrunge threads anyway. I distinctly remember Ryan Sinclair freaking out about how he didn't want his albums to be part of a joke genre, but there it is on the essentials chart.
If you actually listen to the essentials they sound nothing alike. Their only common element is the album covers.

witch house actually had musical staying power, which we see from witch house still being made and played - this is to say that some witch house was actually good lol.
chill wave still has some interest because it's an amateur genre that is still somehow deeply moving. it might not be high quality music or still have momentum, but it's still something for the right mood, so it crops up every now and then.

people sometimes make a thread asking how steampunk music, cyberpunk music, is. This happen since years ago here.
Some guys sometimes told that the only real way to make it is to list down all the literary characteristics of those genres, then list down and convert them to musical ones using logic, literary and musical skills. A literary genre where books are large would have big songs as some example on his musical version.
Some guys started to reply with this kind of ideas on those "dream genre threads" we have this, one of the ideas was converting colorfield painting genre (search on google images for examples ) This was 2 or 3 years ago
This idea was reposted on many dream threads, and after some time, someone decided to convert the colorfield painting genre to musical one.

The end result was
1-song is mono (if its impossible to be mono, like on a cd, all channels have the same stuff)
2-Song start with a silent part or with a tone with same volume, amplitude and waveform during its entire lenght
2.1 The silent part of tone part must have at least 1 second
3- Song continue with a silent part or with a tone with same volume amplitude and waveform during its entire lenght
3.1 The silent part of tone part must have at least 1 second
4-if the song doenst have at least one tone part go back to 2, if it has at least one tone part, you can go to 2 or go to 5
5- song ends


After some amount of time people decided to try to do it, but many said the stuff sucked, so just few artists did the thing and so the stuff quickly died.
