Proto-X is basically just stuff that influenced whatever X is, or something that exhibits X's characteristics but came before it. Far Side Virtual and Eccojams are proto-vaporwave in that they were big influences in what would become vaporwave, but they were made before the vaporwave trend.
They were made one year and two years before vaporwave itself properly existed. You look back on them now and say they're clearly vaporwave albums (and I'm not going to deny that, because they totally are) but they influenced the eventual vaporwave "scene" by pretty much giving a blueprint for its sound.
vaporwave is in no way relevant or important enough for any of it to be classified as a genre of 'proto-vaporwave', but if that were a thing, I would absolutely say the closest thing is Boards of Canada's early unreleased works, ESPECIALLY OTV2, just listen to 'Nine Rubber Wisdom', 'On a Rolling Sea', 'Iced Cooly Beatnik' and 'Dave (I'm a Real Traditionalist) ' and tell me that isn't so vaporwave it's not true

Some people don't set out with the intention of making music in any one specific genre, they just make what they want.
Sometimes what they create doesn't fit into previously defined genres, and thus new things are created to give a name to this new sound.
whatever the fuck they or the masses want to call it. When stuff is this difficult to define genres are relatively fluid and almost meaningless, and act more as a direction for people who might be interested in the sound they have. In this case, proto-vaporwave would be accurate, because it pointsthose interested in vaporwave-type music in that direction.
