I would probably have said Einsturzende Neubaten if it wasn't in your picture. Some of Skinny Puppy's earlier stuff had a "clangy" period, before they started adopting hip hop beats and generally sounding like shit. I feel like I should be able to help you more, but I'm pretty tired and my memory doesn't seem to be helpful at the moment.

Test Dept. is precussion based, they basically copied early Einstürzende Neubauten, but they're all right. Ritual ambient is generally just precussion as well, but that's not really "metallic", or "clangy".

Do you even listen to industrial? They make music based almost entirely off of percussion and percussive guitar and drone effects. They're really innovative and interesting. I didn't get them at first either. I recommend listening to them again.

They're one of my favourites, Haus der Lüge became my favourite album of theirs, but I don't think it represents their sound best of all, I think their second album is the culmination of their most dissonant and brutal industrial sound and it best describes what OP is looking for.

What really made the band click for me was hearing how raw they sounded in their earliest album Kollaps. I think that kind of gave me an idea of how their sound developed, I also really enjoyed the sound of that album. After I loved kollaps I have Halber Mensch another listen. That clicked with me too, and I listened to it like 3 times in one day it was so good. Then I listened to Zeichnungen des Patienten O.T. it was okay. Fünf auf der nach oben offenen Richterskala I only listened to once. Haus der Lüge I only listened to once. I'll probably listen to these albums again. Lately I have been getting into their sophomore release which just seems like some low fi recordings of some minimalistic percussion. It's pretty raw and aggressive and not as fleshed out as Halber Mensch or Kollaps, but I like it. I also recently started getting into their early recordings via the compilation 80-83 Strategies Against Architecture and I recently downloaded Kalte Sterne (Early Recordings) which is their first EP and some unreleased stuff I suppose. Looking forward to that.

This. Perpetuum Mobile was the first album of theirs I heard and I still think it's great. It's a good amount softer and more mellow, but still retains some of those industrial elements put to great use, like the title track and Selbsportrait mit Kater. It guess it's a little like newer Nick Cave or something, which would make sense considering their history.

Perpetuum is one of their weakest (but far from being bad). I enjoyed Grundstruck more, it's one of their supporter albums and many consider it "Perpetuum Mobile done right"

You have to remember that Tabula Rasa is actually a double album but they split the second disc on two EPs "Interim" and "Blume". There is a reissue that includes both EPs as a bonus disk. The whole thing is just mindblowing.
