Why do some singers put their lips directly on the microphone when they sing? And does it have a positive/negative effect on their vocals?
The style of singing used in most popular music is one that doesn't project the voice in any way. The most popular vocal microphones such as the sm58 require a loud signal so far away sounds are not picked up easily. These two facts combined mean popular music singers often have to be very close to the microphone in order for it to be suitably amplified.
You'll notice that classically trained singers that project their voice don't need to be so close (or use a microphone at all, in some situations) and a singer being recorded "in the field" with a more sensitive microphone also can be captured from a distance.

Forgot to answer the other half of your question:
Positives are obvious - the singers voice is amplified sufficiently.
Negatives are that microphones are subject to "bass proximity effect" which exaggerates lower frequencies, making the vocals sound muddier and less clear, like having a cheap subwoofer turned up too much.

What does this guy do exactly?
Listening to his songs, all I hear is him yelling his name and other arbitrary phrases in the background. He's listed as a producer on his albums, but there are over 20 producers listed, so what does that actually entail?
I'm just curious as to what he actually does and how he became so successful? Is it just because of the memes?
Industry mascot. The "artists" and even usually "producers" (in the case of most hip-hop at least) don't do anything regarding the creation of the music. They're chosen from trendy club DJs or human memes as the faces of the label's team of actual producers.
Khaled is supposed to be the Nick Fury of all the A-list pop stars, when in reality he does no production and probably doesn't even know how since there's absolutely no stylistic consistency behind "his" music. I remember there was one video of him invited to DJ for a radio show, they brought him to this nice setup and he ended up just dancing around like a retard and pretending to press buttons.
