Overall underrated, but there's no way he's the most underrated. Rob gets a ton of critical acclaim and his fans are pretty die-hard.
That said, it makes me super sad that his albums don't sell better. There was only 50 people or so at his Gloomy Place show in DC last year.
Good acoustic inde/folk bands. Bonus if regularly use brass instruments.
