No, there just isnt as much to this record as there is to Sgt Pepper's.
Just listen to a song like This Will be Our Year. Great song, but they could have done sooo much more with it. When I listen to this song I really miss horns, for example.
Also, the songs that are experimental on the Odessey record just arent as good as the experimental songs on Sgt Peppers (Butcher's Tale vs Within You Without You). Again, there are far more textures and details in the Beatles song than in the Zombies song.
