I'm pretty sure it's not the same spell. And Glim's speciality is cutie mark magic. She's better at that than anyone.
Now, I personally think given enough time, Twi and Gilm will be more magical than Starswirl. He was an old as fuck mage, he was probably around their level when he was that young.
Overall though, Twilight will be the strongest. You just can't get more OP than alicorn magic.
I mean when fighting Tirek everyone could have given their magic to Luna or Celestia, but they picked Twilight. She's got the most Mary Sue potential and power.
Glimmer will probably end up her Starswirl, court wizard type deal, I mean she already lives in the castle.

Have you guys felt like that a good portion of the characters on this show don't really feel like characters? Rather just archetypes meant to fulfill the plot of an episode.
Take It Aint Breezie as an example, fluttershy just acts like her archetype and doesn't show anything to make her character unique or interesting. Or Twilight's Kingdom, the plot just happens and Twilight is left to foward it. Nothing unique about her there either.
I am talking moments like when Big Mac grabs the doll at the end of Lesson Zero, or when Scootaloo says she looks sad when she is in photos, or when the CMC talk about their favorite music, or Glimmers love for kites. Moments that don't really have much to do with the plot itself, but build the characters up, things that make them feel like real people as opposed to archetypes. Side characters in MLP oddly have a lot of these moments, Big Mac, the CMC, and even Glimmer have moments like these and its part of the reason why these characters work so well as characters.
The mane 6 however, really don't. Despite having the most episodes in the series out of any group of characters, I can only think of a single moment like this, the one where Twilight is afraid of quesadillas. I am not sure why the writers don't do this with the mane 6, they could really use some fleshing out of their characters beyond their default archetype.
