This isn't really that common.

Agito was always roughly equal to Gills and completely superior to G3.
Ryuki started out incompetent and got stronger as the series progressed.
Hibiki was always one of the better Oni and the gap between them only widened as the series progressed.
Kabuto was always the best, even after Gatack was introduced. The only Riders Kabuto has ever been shown to have a hard time against are Dark Kabuto and Caucasus, neither of whom were really secondary Riders.
Kiva was always better than IXA, and IXA only managed to get a win when he ambushed Kiva and sucker-punched him.
Decade was never shown to be inferior to Diend, and they maintained an antagonistic relationship throughout the series' run. Though they came to blows a few times, it never reached a proper conclusion. Decade was usually shown to be a better fighter than Diend, while Diend had a better gun and was overall better at running away.
OOO was always stronger than Birth, but Birth was really good at draining Cell Medals which made him surprisingly effective against Yummies.
Beast showed up Wizard like once and never again.
Baron had an unfortunate tendency to lag behind Gaim, primarily because Gaim always had more Lockseeds and better shit.

G3 is technically the shittiest Rider suit. It's completely ill-equipped to handle its enemies and it can't change forms. It had a tendency to malfunction at the slightest impact and several of its weapons were completely worthless.

Luckily, G3-X proved to be a far better suit and was actually effective against Unknowns.

I do have to wonder what the point of the G3 Milds were. They were shittier than G3, which was already completely ineffective. About the only thing they're good for is replacing G3-X's battery pack.
