Faces come prepainted and with a few variations in expression, same as Shinkis. The rest is reasonably color separated, though they'll look better with detailing and topcoat. I also recommend spraypainting their thighs and waists something like German Grey to make the pantsu, which are kind of crass if left as-is, into a Shinki-style bodysuit.

Actually they only licensed the rights, and it's by individual character. They said so at the announcement at last year's Wonder Festival, and also said that they've only licensed the Arnval and Strarf so far. IIRC they also said they might be looking at the bike girls next.

It's the other way around interestingly. The new Materia Frame Arms Girl uses some features that came from Masaki Apsy's Machineca body. I'm only assuming here, but this is probably Kotobukiya testing the waters both on their end on practicality of making Apsy's Machineca and the market demand.

The Shinkis themselves will be based entirely on the Machineca body with a couple modifications to make it closer to the old MMS bodies. Probably make the knees single joint and add screwhole details.

Apsy had some new stuff at his WF booth this time in regards to his Machineca and there are some details and photos you can take a look at here:

Those are quite shorter than normal MMS regardless of 1 or 3.

That said, Materia is a teeny bit taller than MMS1, but not so much so that they can be called huge compared to Shinki. Comparing Gourai and Shinki for height is like putting one of them on 1 inch tall platform shoes thanks to the armor.
