The federation ship in the scene you're referring to is protected by a fallen colony wall on one side, and a debris field on the other. Full Frontal took shots of opportunity at the ships' fighters, but it was never the intention to destroy the ship; he was bolstering his own defense by destroying their entourage while performing whatever scheme he had in mind.

He only snags one MS and doesn't destroy it. He lands the second shot on the General Revil, which puts a hole in the outer hull. He makes contact with two shots out of six shown before anti-beam countermeasures make his long-range "gonna try my luck" shots useless.

Still, he plays with the General Revil's MSes afterwards without a single casualty, so I suppose there is some merit in acknowledging that he has something going on other than destroying a ship.
