Probably any anime with a Rei-like character is considered inspired by Eva. Blue hair, emotionless personality. I've never watched Haruhi, but I've read that there's a Rei-like character in it.

Tekkaman Blade is probably the most emotional /m/ show I've seen. Probably moreso if you disregard the sequel
Gunbuster, also by Eva's director, also has a lot of passion, both in story and in the development process. It's a better work than Eva, if not a more influential one

I don't know about "ripped off," but Ideon.

Like, I know that's the meme answer for any question about Eva, but the ending of Ideon: Be Invoked recalls Childhood's End pretty heavily. Having said that, I wouldn't call it a rip off. Be Invoked recalls the imagery of the book, but very different things are going on.
