Not always. Most of the Marvel and DC characters kids love are in their 30s. And most of the 80s cartoons people remember fondly the leads were all adults too.

The west seems to have a "Life will be awesome when you grow up and you can do cool stuff" while Japan has "Life is great and you can have fun when your a kid but after 20 you will be a boring as shit salaryman for the rest of your life"

The third seasons treatment of Genjuro is a travesty. At least the second season let him kick a rock.

Japan has a cultural obsession with youth, and always has. You can see it in the girls they push as sex objects despite their young age in their media, as well as their belief any woman that isn't married by 25 has basically missed her chance because no one wants her now.

On top of that, Japanese work culture fucking sucks. If you work in an office, you are basically giving up your freedom because not spending 20 hours a day with your coworkers, every day, every week, means you are throwing your career under the bus.

As far as they are concerned, life ends after highschool. Its the last chance they had to do whatever they wanted.

This is part of why they have as many problems as a culture. Their media is almost all rampant escapism, their suicide rate is through the roof, birth rates are low, and enough of them decide to just tell the world to fuck off and never leave their rooms that they had to come up with a word for it. These are all the signs of a deeply unhappy people.
