It's testing an airframe design that's very much inspired by the F22 since the moonlanders really wanted Raptors back in the day, but the paddle based thrust vector nozzles are apparently unstealthy to a point that it seems more likely it's a testbed for a bunch of things rather than a buildup to a final design.

Also I could see it being designed around anti ship operations and other groundpoundery. Japan is an island nation with a rich seafaring history and all, fucking boats up would be a priority right?

It only affects rear aspect stealth. Seems to me the japs will focus on frontal aspect stealth. They don't need to design a plane that will go deep into enemy territory to blow up high value targets, that is what the F-35 is for. They need a plane for anti-ship and air-to-air combat, where rear aspect stealth is not as vital.
