Yes. He was a full on robot, no human parts, while 16 and 18 were modified extensively.

17 and 18 were designed for merging with Cell, that they were individually strong seemed to be more a bit of convenience. They were also Gero's first time working with organics, which meant Gero was more or less starting from scratch in terms of mechanics. 16 was the culmination of traditional Android research, basically an even stronger Super 13 that didn't need to transfer parts from other Androids.

He was also modeled after Gero's son, so presumably he put everything he had into making 16 the absolute best Android he could build.
