Ryuki on the other hand seems to imply that Kanzaki is autistic enough to repeat it forever and ever. Maybe the 13 Rider special implies that Ryuki's hero were never supposed to be one of the Riders too.

Actually, they're based not on the helmet, but on the cirurgical scars that Rider 1 had in the manga and that surface when he gets angry or is using his powers.

Hongo's scars were actually shown on screen in Kamen Rider Taisen too. Although only during the transformation sequence, just like Shotaro.

He doesn't fit Kanzaki's qualifications. Every other Rider is someone Kanzaki personally picked to participate in the Rider War. The Rider War is supposed to be a free-for-all battle royale where the participants try to kill each other in order to obtain their prize. Having a Rider who refuses to fight other Riders is a huge detriment to that process. On top of that, thanks to Shinji's personality, he constantly makes other Riders like Ren hesitate, which slows everything down to a crawl. Ordinarily a thirteen-man battle royale should not take a whole fucking year to complete. Thanks to Shinji, one of the most competent Riders in the whole war and a favorite to win, Knight, never actually ends up killing anyone.

So yeah, Shinji was never part of Kanzaki's plans.

And the WORST part is that Shinji actively tries to SAVE other Riders, further slowing everything down.

Consider how long it normally takes for Yui to realize what was really going on. If someone like Shinji wasn't around, the Rider War would probably end before she found out the truth. I mean, in the show, most of the deaths were all the work of just two Riders. Two out of thirteen. Imagine how much faster the was would be over if there wasn't a Rider who A) refused to fight other Riders, B) makes other Riders hesitate and C) actively tries to save other Riders. It should not take this long for thirteen Riders to kill each other.

The scars are the result of a experiment by aliens and appears when the main character is under psychological stress or angry.
