Aside from the hair color he's more of a Garma clone than a Char clone. There's even a scene where he's at a party being a ladies man and then leaves for the woman he actually plans on marrying while his friend chills out alone. IBO seems like it just swapped their hair color in a piss poor attempt to screw with our expectations.

This show has too much padding in it. The events of episode 14 should have been episode 10 or 11. Way too many characters wasting time "reflecting" and not enough story moving. Whoever is in charge of writing (see: Okada) is a horrible writer that doesn't know how to cut the fat.
