Man I don't even like IBO or Mikazuki that much but there is development towards his character even if that anon was overstating it. In episode 13 Kudelia even states there's something screwed up with Mikazuki causing him to suppress all his emotions making him a more efficient killer. His kiss at the end of that episode was a big deal not because of typical shipping stuff but because it was one of the first moments in the series where he acted purely on his own emotions instead of suppressing everything and just doing what everyone tells him to do.

Or maybe the story is shit and characters have relatively no back story besides "muh war orphans" and "muh relatives out of nowhere". As of right now, 100% of what we know about Mika's past is that he shot a guy once and he gave Atra sammie. In 13 fucking episodes. The character writing is at its lowest, especially with Mika. Nothing happens until suddenly the plot calls out and summons their back story from the grave because it has some point of relevance. If it weren't for the glacial pacing of the plot, we could easily know 75% more on every single character OR 400% on the mains. In fact, because the plot always has to stop and focus on stupid side characters so frequently, it becomes even slower.

IBO's pacing problems are problems with character writing. The root of all IBO's problems are the characters.

I think he's more of a trauma case than actually stupid. He'd actually be kind of interesting if they'd explore his codependency with Orga rather than just kind of showing that it's there and then doing nothing with it.

Maybe I'm giving IBO too much credit, but to me Mika seems like a well realized character concept with writing that just doesn't bother to do anything with the character we've been presented rather than an outright poor character.
