The 00 S1 suits were so complex to animate that the S2 suits were simplified, so that's probably not the best example to give.

Especially since that's the Exia R2, which is literally just Exia but with most of the complicated parts gone.

Even within Gundam, IBO shows that it either has a shoestring budget or shit animators. Fights are noticeably more limp-wristed and they're taking shortcuts everywhere they can. Reminds me a little of Try but even Try and G-Reco airing at the same time managed to get both looking better than this. Try might have had worse choreography but at least the stock footage and beam spam was competently animated. Face it: They dropped the ball on IBO.
