There was also the thing about there being lots of Roger androids, and he did on at least one occasion pick Dorothy up and carry her with no issues at all.

Obviously the ending is deliberately vague, but my take on it was that they're all androids, it's just that some are deliberately less advanced than others in accordance with whatever their role in the story is. When Roger isn't thinking about it he has the full strength of an android and thus can carry Dorothy, when he is or when it would be funny then he can't. The only actual, real human is Angel, who's running the show, and maybe even she's not really human but something else entirely, since she doesn't seem to so much pilot Big Venus as transform into it.
