The whole point of the Full Cloth is that it's the X-1 Skull Heart with EVERYTHING the Crossbone Vanguard had left piled up on it. Think Full Armor Unicorn, but more uniform design and less giant pile of guns.
Also the X-2 and 3 got totaled back in the first manga.
