Unless Toei's hiding a pure digital master and the BDs are upscaled in a non-destructive manner (both of these things are incredibly unlikely), probably. The one they used for the DVD box is a composite capture or something, so it's full of ugly artifacts like dot crawl and rainbowing. Most of Toei's early digital shows suffer from this.
Admittedly I think Bunny Hat could have done a better job filtering that stuff, but it's not going to change the fact that the master is utter garbage.

Back to Digimon, Adventure 02 has the kind of fuckup that only Toei could pull off.

The OP gets updated at episode 26. No problem there. But the textless version got corrupted at some point, because at 29, you get pic related. And you get pic related for every following episode until it gets fixed for episode 41.

There's going to be a noticable increase in video quality with episode 40 of Adventure 02, as Toei switches to component masters. And this is in the middle of a disc.

02 can't be salvaged.

OK, looking through bits of 40-50 of 02, not all of the old footage is from composite masters. But a lot if it is, witth no basis for what sequences are composite and which are component.

In episode 42, you have the standard S1 digivice evolution shot (almost always accompanied by the ~bwaaaaaaa~ from the start of Brave Heart). That's taken from a composite source. The very next shot is the full Gabumon to Garumon sequence, taken from a component source.

So yeah, Toei had no consistent archival policy, even when it came to animation they knew they'd be reusing for a year.

It's going to be whatever the broadcaster has. Sometimes, this is better than anything available on home video. Take Showa Rider, except for the two Kamen Rider Black specials, Toei Channel has broadcast every episode from new HD masters made from the original film, while the DVDs for X, Amazon and Stronger are all taken from old composite tape masters.

The Savers DVDs are kind of annoying in how things are structured. Makes things take a bit longer to set up. Also annoying: 3 episodes per disc, leading to 17 volumes.
