So has this manga artist actually done anything of note? I looked up his past works and there's a lot, but nothing that pops out to me as recognizable. (and Skullman and Kamen Rider ZO don't really count since they're not his original ideas)

He is really popular among otaku. But Japanese normal fags doesn't know him at all. Because his works are all about otaku and manga artists themselves. "Moeyo pen" may be his most famous work.

Fukuda tends to reuse a lot of those sound effects, actually. Those SFX were also used in Kodomo Keisatsu and Tenma, as well as the promos for Jossy's.

I also think this isn't really /m/ per se. Though it might be appealing for fans of 80s anime, fans of Ishinomori and I guess people who love Char parodies. I curse thee, Char Aznable

He's pretty well known among japanese otaku, but not so much outside of japan.
