It came out just after Metalder, which was notorious for its impressive sets and costume designs. It's also the less sucessful series in the franchise, so...

The franchise was going through growing pains at this point in time.

The original trilogy, the Space Sheriffs, did fantastic for themselves, though each one had weaker ratings than the last. Juspion and Spielban were both intended to keep the same look but try different formulas and neither one of them were huge performers. (though Spielban is fan-fucking-tastic as an early 80s space opera toku) Metalder was made because they wanted to radically change the look of the shows and shake things up, hoping for better reception...it bombed and was cancelled. Jiraiya, once again, was another experiment. It actually did very well for itself, but I guess Toei wanted to stick to the robotic look of earlier days after all that experimentation. To me, that makes those last two years of experimenting kind of pointless.

And before anyone asks: The reason Toei kept Metal Heroes around despite bombs and disappointments is because, unlike Sentai or Rider, they were 100% in house productions, so they didn't have to pay anyone for the rights to a name.

He appears around the middle of the show's run and is there for the powerup arc. Exceedraft was never planned to be part of any sort of trilogy but they just sort of shoehorned it in.
