How the fuck is Jiraiya a Metal Hero? He doesn't fit in with the other at all!
His suit is supposedly made of metal. His giant robot is...actually made of stone.
Fuck, I dunno. Toei probably just wanted to keep the branding going despite the weird look. At least Jiraiya looks like he has some metal on him, the other ninjas in the show are hilarious.
What about Chicken Ninja Arashi? He's just like Kamen Rider... in feudal Japan.
He wasn't in a series called Metal Hero though.
Jiraiya was like the Ryuki or Gaim or whatever of its time with warrior count. There a billion of different ninjas, each representing a different country.
And Kenji Ohba was in an episode as well during one of those "the hero doubts himself" episodes.
The franchise was going through growing pains at this point in time.
The original trilogy, the Space Sheriffs, did fantastic for themselves, though each one had weaker ratings than the last. Juspion and Spielban were both intended to keep the same look but try different formulas and neither one of them were huge performers. (though Spielban is fan-fucking-tastic as an early 80s space opera toku) Metalder was made because they wanted to radically change the look of the shows and shake things up, hoping for better reception...it bombed and was cancelled. Jiraiya, once again, was another experiment. It actually did very well for itself, but I guess Toei wanted to stick to the robotic look of earlier days after all that experimentation. To me, that makes those last two years of experimenting kind of pointless.
And before anyone asks: The reason Toei kept Metal Heroes around despite bombs and disappointments is because, unlike Sentai or Rider, they were 100% in house productions, so they didn't have to pay anyone for the rights to a name.
Fuck you, man. Jiraya has even a full armor mode and can use a pistol. A ninja using a PISTOL! Metal hero as fuck.
He's the current grandmaster of Togakure-ryuu. Basically you know how ninja shit in movies and anime is glitz and glamor? Togakura-ryuu is the real life historical ninja shit that stuff was based on.
So he is, quite literally, a mother fucking ninja.

I love the fact that French kid's tv hostess Dorothee guest-starred in Jiraiya. She also appeared in Kamen Rider Black and Liveman.
The reasoning seems to be a bit convoluted.
Metal Hero Series wasn't so much a brand as it was an identifier for the 8:00 time slot. That, and the series was trying to tie in to a recent World Expo. If anyone can refresh my memory on the specifics of this, I'd greatly appreciate it.
Toei published an updated list of MHS around the time Gavan came back, and the shows were missing from the list. There's a chance they've been cast aside. They also have no DVDs, apart from the specials.

I'm not translating a thing. I'm a student of Japanese and Exceedraft is the first show I chose to watch RAW. I don't have the time or the experience to do sub work at the moment so I can't really help. Depending on how much I like this series I may end up doing a write-up or some episode summaries, who knows.
Why not just round up some /m/en and start up our own toku & mecha wikis like the EmuGen guys do?

He appears around the middle of the show's run and is there for the powerup arc. Exceedraft was never planned to be part of any sort of trilogy but they just sort of shoehorned it in.
