Which is putting aside that while Kamille hated the Earth Federation he hated people who waged war or killed for selfish reasons more than them and would hate what Char planned. Wasn't ZII just an attempt to try and simplify the Zeta's complex transformation so that they could mass produce it and train pilots on it easier? Most gundams are intended as prototypes and test machines meant to test out new technology and concepts, not be super work horses to turn the tides of war.

Zeta was a complicated and super expensive ms that the average pilot can't use.
