Transition young = auto pass without having to spend any real money or effort.

Transition later = needing surgery, and a lot of luck in genetics and how much puberty did.

I give myself a pass on not transitioning young because at about 13 puberty just hit me like a truck and I haven't changed much since then.

Pretty much. If you don't start HRT by the time you turn 14 (at the absolute maximum) you're never going to pass fully.
Even 14 is pushing it but beyond 15? Everyone's going to look at you and see a man in a dress.

Optimal transition age would be starting hormone blockers somewhere between 10 and 12 depending on puberty's work on you. Your desired sex hormone depends on your potential height. As an example, Jackie Green was treated by the GeMS program of the Boston Children's Hospital and even though the standard was to start estrogen at 16, she was started on estrogen at 13 to prevent her from reaching her potential height of 6'5". She is now 5'11", which, while tall, is how tall she would have been had she been a cis female.

As for optimal coming out age, that would be whenever you would have enough time to convince your parents you are trans and that pre-pubertal transition is the right treatment by the time you reach the optimal medical treatment age. Generally, the younger, the better.

Eye color and hair color can change massively in the first 18 years. Kids are typically the lightest in both eye and hair color when they're babies and small kids and then they gradually get darker. I know a guy that, when we were kids, had super light almost white hair and light blue eyes and now his hair is dark brown and his eyes are significantly darker as well.
