Probably because he works/has worked for them. I don't think it's actually stuck directly to the gun, it looks like he's taken the sticker off the backing, made a loop with the backing and stuck the sticker on the opposite side to make like a sleeve that slips on and off.

I saw a lot of afghans do this to their rifles AK and M16s. Its just what they do. You should see there vehicles. Dash covered in fur, painted some gay colorful shit and lots of dangling fake jewelry and shit.
One of the ANA I stood post with had a M240 with the sticker from the first strike bars that come in MREs. One guy had an M16 that had chains around the barrel and pakitape covering the entire stock and grip. I even seen them put BFAs on thier rifles so that they can hang up their guns by the barrel.

I think its to identify their rifle so they dont confuse theirs with Rasheems when marching in the desert shooting (or attempting to shoot) mericans.
