I'm building an army, we need a reliable, cheap, service rifle that fires an intermediate cartridge. Ammunition needs to be abundant and affordable, we're on a budget here.
What do you recommend?

I'm from the island crowd, we split a while ago. There's a chance this could actually happen, we have four vessels and a handful of military veterans and engineers working to make this a reality.

There is no coast guard, Kiribati has no armed forces, the police are scarcely armed.
Defense is provided by Australia, it would be expensive and time consuming for them to forcefully remove us from the islands.
Kiribati is struggling with rising sea levels and poverty, we can negotiate a trade deal and both parties will benefit from this.
Not for us, we'll be building inland, sea levels shouldn't rise more than a metre before most of the world's energy comes from renewable sources.

You need atleast 400+ to actually take over a few cities and show your strength, where people will choose to join you, fight you, or not give a shit. I doubt Australia will ignore it. Even if the police are scarcely armed they are still resistance.

Did you forget the part where you invest in some radar to detect the Australian navy? How about radar to detect australian planes? How about mutual defense agreements allowing some random country (netherlands, uk, argentina,etc) to come by and stomp your ass while passing through?

It will be an empty island when you first visit, and when you leave (If you actually live) all that will be left is some crates and a bag of cheetos.
Welp. The real questions are how much is the island worth to them, how much is their national sovereignty worth, and how dedicated is the australian military to upholding it's agreements. It has almost nothing to do with cost benefit ratio, especially if the islands are truly uninhabited.
Your best bet would be to legally immigrate and then cede once you have established yourselves. Wait until you're no longer under pressure from larger governments or international bodies and then start implementing your racit machinations.
