Welp. The real questions are how much is the island worth to them, how much is their national sovereignty worth, and how dedicated is the australian military to upholding it's agreements. It has almost nothing to do with cost benefit ratio, especially if the islands are truly uninhabited.

Your best bet would be to legally immigrate and then cede once you have established yourselves. Wait until you're no longer under pressure from larger governments or international bodies and then start implementing your racit machinations.
