Use the most basic of basic tactics. A friend shoots while he's still and you move, then you stay still and shoot while he moves.

Accuracy is difficult to maintain when moving.

if your target uses and trains/practices with firearms regularly then moving to cover asap seems like the best idea
if your target is pic related you could probably drop to a knee and shoot center of mass if you can do it quickly, eventually his wild spraying might hit you so either shoot him now or get to cover
