No it's not. But there are two things you have to take in consideration when working with birdshot. First of sharp ammo doesn't fit in most magazines , so you'll have to do some research before purchasing a bird-shot, the second thing is it will not be a lasting weapon, because there are some weaknesses engineered in the cartridge chamber so that if used with real ammo the chamber will give up after 2 to 7 shots depending on what kind of powder you use and how your gun is engineered. The part you will be doing when converting is removing the barrier in the barrel (see picture). The danger when doing that is that you do not want to damage the barrel and you do not want to have any part from the barrier left screwing up your ballistics.

Technically if you have a lot of skill and a real barrel you could remove the original bird shot barrel (it's not removable by it self) and replace it with something withstanding the higher pressure for more than a few shots and without a barrier, but that would require enormous mechanical skill and a barrel. So just stick with removing the barrier.

Assuming you just want to get a robber to fuck off, and presuming they aren't armed with a gun or psychotic, a paintball gun would probably be a fairly good deterrent when firing hard rubber balls.

If you are going to take that kind of route you might aswell go the full way and get a paintball marker that is capable of full auto fire.

If you catch someone in the face with even a fairly average powered paintball marker firing rubber (or i guess hollow steel maybe?) they sure as fuck are going to know about it.

Having a machete or something as back up should they be psychos and run at you despite being belted with hard projectiles would probably be a good idea though.

The key is training and preparedness. If you aren't willing to arm yourself with even the simplest of clubs, are you really willing to defending yourself?
A gun or especially other projectile weapons such as crossbows could be more easily taken in CQC than a traditional melee weapon.

If anything a Crossbow has a slight advantage in that if you miss or they keep coming after being hit they can't exactly take it off and shoot you with it without taking the time to pull a bolt off you or it and recock it. It's fairly unlikely they would know how to get it ready for firing quickly.

You can shoot the bolt, then throw the whole thing at them while you reach for something sharp or heavy.

Gun laws in Germany are pretty strict. If you are serious a shooting club can be a gateway to owning legal firearms.

Aside from that, a spear would be a good weapon, as far as that goes. You are fucked if your opponent has a gun, but nearly any non-ballistic threat would be killed by a pole arm.

Or a bat or some sort of club.

Possibly look into slingshots. The slingshot channel on YouTube is a little cringy (a lot of zombie "killing") but it seems like the high powered bands he uses on his slingshots would definitely fuck up a human with a shot to the head. He is definitely German, and he can build his weapons, so you should be able to as well.
