It's a lot of cheap metalwork, and getting a welder and a saw is a lot cheaper (and not as high profile in this case) than an entry level 3D printer.

In all seriousness, there are decent metal printers along with all the files needed to print your own ruger. However they are incredibly expensive, and the black market would probably be the better idea. Dumb Brits panicking over nothing as usual.
I'm not diminishing the difficulty of operating a CNC machine, but i have a friend who owns a 3d printing business and the amount of trial and error with 3d printing is big. It's not like you can buy one and start churning out liberators, there's a learning curve. Plus, a 3d printer that's decent goes into the $1000+
Just build your own bro. Stratasys is already facing a class action lawsuit for cutting corners on their machines. You can source the parts yourself for $400, and with some time in the garage have your own working printer.

It would be quite difficult even with a thick case and low pressure. 3d printing is generally weaker than regular plastic. At those small sizes though you could do some DIY injection molding for a couple hundred bucks
the quality isn't good enough. A bullet mold would be easy to purchase and get through customs though. If you needed to be expedient about it you could get some steel and a drill press, use whatever bits you have, then 3d print the gun to fit the bullets you're capable of making. Or for super ghettoness you get some steel rods and just cut them to size, ignoring aerodynamics or (already short) barrel life
