It's a lot of cheap metalwork, and getting a welder and a saw is a lot cheaper (and not as high profile in this case) than an entry level 3D printer.

If you needed to be expedient about it you could get some steel and a drill press, use whatever bits you have, then 3d print the gun to fit the bullets you're capable of making.
