In this video the guy explains that it would depend on the situation. If they're just hanging around town with civilians they carry "Israeli style". When they know they're going into a situation, they always have one in the chamber.

Makes sense when you consider the environment they operate in. Ever been to Israel? Soldiers and guns all over, taking public transport, on park benches and just always around people.

Yes, it's against police instructions/regulations, though not as strictly illegal as a state law.
If you're caught, any policeman (or security guard, which which the law dictates to stand in every public establishment) will instruct you to hand the gun over for them to discharge safely. Though only I only heard of only one case when something like actually ever happened.

don't knock it til you try it nigga, sometimes these operator fags actually have good techniques. This particular guy has a really shitty and awkward looking footwork method but the jab and seat fast target acquisition method works really well for me.

Maybe we should glean stuff from all sources of input and tailor our training and shooting style to what works for us rather than ignoring entire instructors because we pidgeonhole them as a 'type'
