The problem is, nobody's yet gotten the balls to say "semi-auto is the line we will draw". Instead, they run up against technical nonstarters and cosmetic half-solutions like the Assault Weapon Ban.

Two decades down the line, most semi-auto firearms are in the hands of collectors or destroyed in buybacks, and semi-auto weapons have a street price floor of $2k-$5k/pop, and thus Not Something One Often Risks When Committing A Crime.
