french counter terror and german counter terror use them, american helicopter pilots and mounted gunners use them as well IIRC.

most militaries issue goggles or glasses that protect from shrapnel, because shrapnel is more of a threat inna sandbox. For counter terror units kicking in doors, they have more of a concern taking a round to the face. Its not really useful for everyone to have a face shield.
