Yes, but it's not as sudden and often as video games make them out to be. I feel like Fallout NV did simulated it pretty well. Firearms with old and worn out parts are less reliable, and they can be easily fixed by replacing small components like springs and detents and pins, etc.

Century Arms has sent out a mailer to big distributors inquiring on pricing regarding steel core 7.62x39 surplus ammunition, rumor has it they have bought over 40 million rounds and are hoarding it in a neutral country in europe, in anticipation of a repeal on import restrictions.

Yep.
You can fire both .38 and .357 from any .357 magnum revolver.
You can usually get away with it in autoloaders too, they just tend to shortstroke.
