How much do modern armies rely on HF communication?

They still use it quite a lot, it basically just works when satellites and phone infrastructure gets fucked on for various reasons (usually broken or overloaded) and you can get a really long throw out of it.
Modern stuff is has advanced enough modulation to take encryption, data and voice over it as well, so its far from being an anachronism
VHF and UHF are still very useful as well, but to get the most out of them you do need repeaters and that's something which can be compromised in a battlefield

I'm a little confused how this works. Why is everyone and their mother allowed to make an ar15? Are they licensing the design? Or is it like NASA where it gets released into public domain for being developed by taxpayer money (I don't think that's factually true). What's stopping someone from domestically manufacturing a foreign gun like the svd? Will glocks ever become public domain?

There are three main patent types. One lasts for 20 years from issue, one last 70 years after the patent holder dies, and the last is good for 95 years after a company first publishes the patent. Most firearms fall into the last two categories. So carbon copy Glocks probably won't been seen until 2077 or later under current laws depending on the model.
The AR pattern design is public domain for one reason or another, you just can't call it an "AR-15" because Colt owns the trademark on that name.
As for copies of the SVD hard to say. I would assume the Russian government holds intellectual property rights over the design that they kept after the fall of the Soviet Union. In theory you could probably make them in the US since the US and Russia aren't the best buddies, but to make carbon copy SVDs would be incredibly expensive and the market small.

Hello /k/! I just passed the hunting exam and sent a license application to the police for a Tikka 595.
I have no clue about scopes though. Got any tips for the purpose of stalking deer and the occasional moose/boar hunt? Also, if any kind soul want to write a crash-course on scopes, it would be appreciated.

The locations vary frequently from tight forests to open fields. I wouldn't shoot an animal that is more than 100 meters (109 yards according to google) away from me due to my inexperience.

I was in your shoes a couple of months back.
I would suggest a Vortex scope (I personally own a Diamondback and it's a great beginner scope depending on your price range) or any other that suits you that has easy to use and adjust turrets, 3-12 variable zoom etc.
As far as a crash-course goes that's beyond my knowledge as i am inexperienced as well, however i would suggest watching videos/reading about zeroing scopes and adjusting for wind and elevation, shooting from different heights and such. Plenty of resources online and on youtube. If possible get someone knowledgeable to show you and teach you everything irl. Take a "beginner sniper" course if they are being offered.

For hunting i would suggest zeroing your rifle at 50 meters, and the fact that you wouldn't even attempt to shoot animals that are further than 100m is admirable considering where i'm at even experienced hunters don't do this, and the ones that do usually miss due to their hubris.

I literally have not stopped thinking about guns since I got mine for Christmas. It's debilitating
you just have poor money management skills.
I'm no expert but I went from being in debt to having 25k in my account in 1.5 years while also going on vacations and buying guns.
You need to prioritize, pay bills, work out what you need for food, gas, ect.
Then the money you have left you save for a while.
It's going to suck, but living on the edge of homelessness to buy guns you can't afford to shoot or trick out is worse.
Just save money and try to get a better job.

It's mostly about projection.
Standard red dots use lower power draw LEDs projected and collimated on a curved mirror and then onto a lens. This approximates the required parallax compensation required for a change in viewing angle.
Holographic sights use a laser that is projected through a holographic grating and then redirected towards the shooter's eye. The holographic grating allows the viewer to observe depth as well as three dimensions if the hologram is designed for it. A hologram essentially will project light not on a lens but towards the shooter In the case of an EOTech, the hologram is a 2 dimensional reticle that is projected and perceived at about 100 yards. The sight's parallax due to eye movement is the size of the optical window at close range and diminishes to zero at the set distance, which, in the case of the EOTech is 100 yards.
Another fun technical detail about holographic sights,
