Not really. The way the government works these days is that surplus stuff is first offered to other government agencies; federal, state, and local. Then if they all pass, it's offed to friendly foreign governments. Then if *they* pass, it ends up being surplused out onto the commercial market.

The long and short is that every underfunded podunk police department in the country (and a lot of the rest of the world) has dibs on them, so we're very unlikely to see any hit the surplus market. The only reason we'll be getting all of those surplus 1911s through the CMP is that they're old and nobody in the government wanted them, but as for relatively-new S&W .40s, you can pretty much count on them getting snapped up in short order.

Disgusting. Anyways I'd recommend Athlon optics, they have some pretty nice stuff in the $300 range and cheaper but I'm not sure how that will translate to dollaridoos or if they'll count as assault glasses and be confiscated. I'll also second Vortex for cheapish stuff.
