Winchester dealer/distributor contracts have, since 2013, included language that any LE dealer or distributor discovered releasing Ranger ammunition into the non-LE market will have their contract terminated and be barred from future business with Winchester.
They work much harder than Vista Outdoor (Federal-Speer), Hornady, and Remington in making sure that their duty ammo almost never gets sold by official dealers to non-LE, at the request of police chiefs and sheriffs that want all production priority of Ranger ammunition to be used for law enforcement purposes.
This happened because in 2012 Winchester was dealing with the second Obama panic, and had to delay delivery of their LE contract orders of Ranger ammunition extensively. The government buyers threw a bitchfit and said they'd switch away from Winchester unless Winchester ensured dealers never sell Ranger ammunition while departments are waiting for their agency orders ever again.
Your best bet for gray market Winchester Rangers will be Gunbroker at this point.
