Yes, I guess a magazine on top of the receiver would actually be a simpler option, but assuming you want the capabilities G11 can express in burst fire I'd imagine you'd apply the same mechanics, or similar.
Burst fire mechanics wouldn't outmatch production, the assimilation of rifle mechanics could.
New ammunition for loading process would functionally match 7.62x51mm AR standard and BR standard 9.5x40mm. Add the burst fire of the G11 (~2100 rounds per minute) and you've got two rifles in one.
This costs less to produce, generally speaking, and would work well for UNSC Marines, ODST's and SPARTAN equipment platforms.

Seriously looking to get myself a vepr. I have a TON of 7.62 x 54R surplus steel core lying around, and I hear the vepr is more reliable than PSL. My questions are:

Not for 54r.
It's recommended you don't shoot anything over 147gr in it. It WILL shoot it, but it will dramatically increase wear time and break the gun in about 1000 rounds.

If you have $600, buy a Glock 19.(I don't like glock but it is good for novice.).
If you only have $400, buy a CANÄ°K TP9. It is Turkish Glock but cheaper.
If you only have $200 or less, buy a Hi-Point C9.
Remember, Save your money to buy much ammo (9x19mm are cheapest self-defense ammo) to practice, and go to a lesson if you can. Shooting skill is more important than Guns.
