The answer is probably no. I am currently going through this right now.
However, it doesn't sound like this is worth anything. Most estate lawyers won't even look in your general direction unless the estate is worth at least 500k.
Call a lawyer who does free consultations. Just ask, "My brother didn't have a will, who takes precedence over his belongings?" Assuming he had no GF/Partner/Wife, it's probably the parents.
Aside from just asking this question, there isn't much you can probably do without lawyering up. People dying turns families to shit. One of our cousins was able to get 100grand out of the estate before anyone could intercede, but that money is long gone and there's essentially no consequences to his actions.

I've used firearms all my life (lower Alabama resident) but never with any sort of modern optics. As far as sights went, it was always iron or hunting scopes. I recently acquired a small caliber carbine and, while functional, the factory sights on it definitely leave something to be desired. With no experience in this field, I've been shopping around based on review scores, but that only gets me so far.
If anyone has a recommendation for a reflex sight with a high durability to cost ratio, I'd love to hear it. I saw the one in the image had a 4/5 out of a few thousand reviews on Amazon, but that doesn't seem like a very tough crowd to sell to.
